The 17th meeting of the Council of Heads of States of the Shanghai Cooperation Organization was held in Astana on 8-9 June 2017. Heads of the SCO Member States as well as delegations of observer states and international and regional organizations took part in the meeting.
During the Summit the leaders of states and organizations analyzed the situation, tasks and prospects of the SCO development, exchanged views on important international and regional issues and reached a broad consensus of views. It was decided to grant India and Pakistan the official status of the member states of the organization and to hold the 18th SCO summit in 2018 in China. Upon conclusion of the Summit China replaced Kazakhstan as the next Chair of SCO.
Heads of States signed the Astana Declaration, the SCO Convention on Countering Extremism; and approved a number of political documents including statement by the SCO Heads of States for jointly countering International Terrorism, and Communique following the meeting of the SCO Heads of States Council. After the meeting all leaders of states and organizations attended the reception hosted by President N. Nazarbayev of Kazakhstan in their honour.
Executive Director of the CICA Secretariat, Ambassador Gong Jianwei, participated in the meeting as an invited guest and made a brief during the expanded meeting.

Mr. Chairman, Excellencies!
I will join other speakers in expressing gratitude and appreciation to the Government and people of Kazakhstan for their traditional hospitality and excellent arrangements for the meeting. I will also like to extend my felicitations to India and Pakistan, the two CICA member states, on their accession as full members of SCO.
As we are well aware, the CICA process has been established 25 years ago on the basis of the initiative by the President of the Republic of Kazakhstan H.E. Nursultan Abishevich Nazarbayev. During the period of 25 years CICA has been able to establish itself as an effective platform for discussion of issues on international and regional security. In last three years since assumption of Chairmanship by China, CICA has made notable strides. New institutions like CICA Youth Council, CICA Business Council and CICA Non-Governmental Forum were established and process of implementation of confidence building measures among the member states was accelerated.
CICA and SCO share the common objectives of strengthening mutual confidence and good neighbourly relations among the member states. With a view to promoting their common objectives Secretariats of CICA and SCO signed a memorandum of understanding on the eve of Fourth CICA Summit in Shanghai in May 2014. A protocol of cooperation between CICA and Regional Anti-Terrorism Structure of SCO is under active consideration. It is possible to develop synergy between the two organisations for achieving their noble objectives. CICA, on its part, will be very happy to cooperate and join its resources with SCO for a win-win scenario.
